General Manager's Report
Adding to the Renewable Portfolio
June, 2010
As we have discussed previously, North Carolina has a law in place that requires every electric utility in the state to have ten percent of their annual electricity sales come from renewable resources or energy efficiency measures. This law’s requirements start this year and ramp up each year until 2018, when they are in full effect.
North Carolina may not have the solar potential of Arizona or the wind resources of Kansas, but we are on the path of energy sustainability in our own way. French Broad Electric has been proactive in meeting these new requirements by purchasing REC’s (Renewable Energy Credits), developing new power purchase agreements and investing in energy efficiency programs.
REC’s are documentation that electricity was generated by an eligible renewable energy resource. Purchase power agreements are contracts to buy energy generated from “green” power-producing facilities. Energy efficiency programs include replacing CFL light bulbs, installing water heater blankets, as well as a variety of commercial programs.
French Broad Electric has purchased REC’s from a wind farm project in the Western United States. We have entered into purchase agreements with solar projects in Rocky Mount and Arden, NC as well as in smaller systems within our own service territory. We are also in current negotiations with a large solar farm in Eastern North Carolina to purchase several REC’s to help meet our specific solar requirements. Landfill gas project REC’s are also on the cooperative’s agenda for later this year. Our own hydroelectric facility and our contract with the Southeastern Power Administration provides several renewable hydro REC’s annually to help meet the state mandate.
We are also promoting energy efficiency as an economical way to meet the state law and reduce the need for additional generation. Residential and commercial programs are already in place, reducing our electricity demand while producing REC’s at a low cost to the Cooperative. French Broad Electric’s participation in the NC Green Power program enables members to make direct contributions to the research and development of renewable energy in North Carolina.
By taking these steps to meet the requirements of the state law, French Broad Electric can continue to provide reliable electric service at an affordable price. While traditional generation will still be needed, renewable resources offer the Cooperative and its members a head start towards a more balanced energy future.
Thank You,
Jeff Loven
